Where no one is

No. You can play on free public courts and parks, start your own session, and meet people from your neighbourhood. Clubs and run crews can use Lyo too, to make their events visible — but you don't need one to get a game going.
Getting started is free. A premium pass unlocks unlimited matching and a wider radius later on. The public courts and parks you'll play on are free anyway.
